Does having extra research structures decrease research time?

Is there any reason to have more than 8 labs ... do "extra" labs speed research?

The TEC gets bonuses from their labs- structures get built faster with each Civ, frigates get built faster with each Mil. It says so on the card, so they might have changed (or capped it). No one else gets these bonuses.
