Just to let you know what I plan to do if I become the senate leader.
As far as I know, the only ways some of the more vocal empires compete with each other are through the metaverse(+altmeta) and role-playing. The former is too slow and latter is, for lack of a better word, indecisive.
The alternative is an idea put forward by
Nequa. Credit goes to him.
A somewhat-MVL based competition between EMPIRES instead of teams, administered by the senate.
This is what I propose,
-None of the rules base the MVL has. Any and all disputes to be handled by the senate leader(believe me, this will nitigate almost all of the time commitment)so you better elect a fair minded leader(not a requirement though, evil is better... you can bribe them

).
-A "round" lasts 1 week, the competition lasts 3 weeks(the senate leader's term). Map sizes are tiny or small, random settings.
At the end of the competition, the scores are tallied and winner declared. Wash, rinse, repeat.
-None of the individual points(it gives larger and more experianced empires the advantage). Only empire averages. The more players you have, the higher the divider.
But the empire must have 3 or more players in the "team" to compete(otherwise, the divident goes too low).
