Actually Noobsauce, the formation of the UGA was explained in this post. The when the EL destroyed Sol, they took the KSA and RSR with them. These countries then joined together under one banner, calling themselves the United Galactic Alliance. R.O.U.G.E. went on to become the Vetaron Confederacy. I made up a little story to give a little bit more background: In the year 2100 a descison was reached to discover what was left of Sol. The scouting party sent to survey it were astonished to find something that they had not even concieved in their wildest dreams: Sol was reborn. Jupiter, Saturn, Uranus, Neptune, Mars, Venus, Mercury, Earth, even Luna, all floated in space exactly as they had 23 years ago. Sol hung in the sky, brighter than ever. As the crew gazed in wonder, they glimpsed a massive sphere, seemingly made of diamond dissapear into the depths of omega space. The year is now 3009: The UGA has met a race of humanoid aliens known as the Ildiran Empire. With the help of the empire, the UGA managed to expand its borders greatly, becoming a massive union, with Earth as its capitol. When the RSR returned to Earth, they left New Tokyo in the hands of a group of ninjas, who vowed to keep it safe and attempt to keep order in the galaxy. The Ildiran Empire gave the ninjas a planet that they called Shadan. The Flaming Ninjas would name it New Kyoto. They were also given a plaent by the name of Free City, which would become an important place for galactic politics in the years to come.
