This is something basic, but might be easily done (there are phase lane bits now anyway, like Vasari gravity tolerance, or PJIs). There's also the property of one of the Vasari ships that slows down incoming hostile ships.
Destroying lanes or closing them would be interesting if it was predictable and ships couldn't be destroyed. Losing an entire fleet due to a bit of carelessness seems a bit harsh. Vasari would have extreme advantages in certain situations (involving the marauders... run but the enemy is unable to follow...)
Phasing away from a star (into a nearby planet) would be fast, but phasing towards a star would slow you down, I guess?
Phasing into an asteroid belt could damage some ships, I'm not sure about phasing out.
Tolls could be a TEC thing, but how are you going about charging money to an enemy fleet? They'd just shoot the toll booth to smithereens. Maybe in a trade alliance? Or put in tariffs?
So, possible things to do: Hull damage/repair [maybe Advent telekinesis? apply to scouts, repair while phasing around?], AM deplete/replenish, speed up/down, cash +/- (???)
Sharing techs would be beneficial to certain groups (Vas phase tunneling, speed up, grav tolerance, and such)
