They haven't so far, but this truly begs the question, WHY? It's good for the economy, it's good for the environment, it's taxable....why? Why is it any different than any other agricultural crop?
Yes it's good in every way..
Hemp as for clothing well the Cotton Picker / Clothing makers don't want it cause Hemp is stronger and here comes the key word Hemp LAST LONG.. so your clothes will last a lot long... To me it all comes down to GREED
the government needs to wake up and smell the weed on every pole to legalize Marijuana not just for medical use but for recreational use too it wins in a Land slide.

To me Marijuana is NOT a DRUG.. if it is, then so is Basil and other herbs....
now on the other hand Advil, Excedrin (Migraine) you can't Grow then use.. they are manufactured..
Marijuana does not cause serious health problems like those caused by tobacco or alcohol (e.g., strong addiction, cancer, heart problems, birth defects, emphysema, liver damage, etc.). Death from a marijuana overdose is impossible. In all of world history, there has never been a single human death attributed to a health problem caused by marijuana. Legalize marijuana and life would be better for most people.

Marijuana even has Health benefits. that can help prevent some types of cancer.. from watching the Dr.Oz show...
this November California gets to vote on legal recreational use of Marijuana..
It is not worthwhile for a law to forbid people from willingly exposing their own bodies to MARIJUANA Use, any more than by overeating or bungee-jumping. Obesity is a national epidemic, killing millions every year, but the government has no right to regulate how much citizens eat.
