Well let's just say I wanted to try some things with capital ship abilities that would have worked if caps had only 6 or 7 levels...for example, imagine a Halycon with one level of energy aura (+10% damage that stacks with other Halcyons), 1 or 2 levels of AA, and 3 levels of TK push...
The stat gains are not the issue, and changing the level requirements won't help much either since I'd want the total number of levels to be reduced...the biggest concerns are making each ability point comparable and not having abilities that are useful to have, but not worth upgrading beyond level 1...
