This not Ion bolt on the Akkan (which is actually AbilityIonBlast)...this is some ability that was around before rebellion and I have no idea what it is used for or what ship/structure/entity it is on....
It targets only SC, and disables pretty much everything...it also does an ability interrupt...you know, to stop those pesky channeling abilities used by strike craft...
I'm sure this isn't the only file that probably needs to be removed by the devs and taken out of the entity manifest...
