So my question is, is it possible to downgrade the steam version of rebellion for the purpose of being able to use mods that don't work on the current version of the game?
No, best to make a copy of your game folder before you update so you will have 2 versions in the future.
Rebellion m0ds are fairly current, probably will be updated soon. Follow or post in the m0ds thread.
