E4X? I remember that this mod has the changed mines, dealing hull damage constantly instead of blowing up, am I right? If yes, then this is a feature not a bug. Send some scouts and kill the mines, thats all.
Indeed, yes it is. Basically I thought mines were not that effective in their current form and where an annoyance for a human to replace even if they worked. So I made them do damage over time and some deal extra debuffs, like that chance to hit, rather than explode. This was also meant to prevent you losing ships due to bad Sins pathfinding if your ship happened to wander into a minefield for a few seconds, it wouldn't be a big deal. Trying to fight in a minefield for a period of time however, is a VERY, VERY bad idea.
Scouts can still destroy them though, either by its ability directly or once that ability has been cast once by revealing the mine so that other ships can destroy them more quickly.
