To put some pictures on this and make it easier to see:
This is mousing over the production value. It shows the research number instead.
This is mousing over the research value. It shows the credit income instead.
And lastly mousing over the credit income. It shows production instead.
So far as I can tell the other values display the correct numbers/tooltips and it's only these 3 which are bugged.
