by turn 40ish every single resource in my entire region (and I am guessing entire map) had been constructor spammed by minors (v.0.83).  Many from ridiculous distances.  They also blocked many of my planets due to 'starbase too close'.  I was meeting minors from all across the galaxy.  I  finally turned off FOW using console around turn 50 to see what was going on.  I had starbases leeching my ZOC resources from as far away as minor's 70 hexes away.  No minor had scouted or even had tech to reach that distance?  I know I had 5x more techs then any minor and I could not come close to getting constructors that far off - not to mention, it is obviously cheating to know where to go plant on the resources.

As a side note, I got tired of one in particular, Kaxx, who had planted 3 bases right next to planets, so I attacked, urrrr.... "you can not declare war".... no telling why - I checked and had no treaties with Kaxx and not sure if minors have ideology immunity -  really irritating, spams starbases in my territory and I can't attack them

This has made me turn off minors completely as they are really a mess with the constructors. nothing like a blanket of starbases covering everything across the map.
