United Planet vote bug?

So a vote was put up for a new chair of the U.P. It seems like choice (D), the Altarian Resistance, should have won. I voted for (D), as did 3 other species but the Rav A'kell won with 3 votes? The ironic part is the Rav voted for me! (I'm playing the Altarian Resistance).

 

Is this a bug or...

Or is this because of vote percentage? That's probably it...I've been playing for waaaaay too long today lol

It's interesting though...the AI doesn't seem to make logical choices on who to vote for. I am allied with The Jung but they voted for The Rav A'kell...who neither of us like...

Anyone know any good links that explains the UP better? I'm confused...
