Since the addition of the new black market items in Beta 4, what was once a simple system has gotten pretty complicated. There's now a whole bunch of effects: some are defensive, some are offensive; some have cooldowns, some don't; some give you one use, some give you two; some Scientific is protected against, some they aren't. This seems like it could do with some simplification.
My proposal to help with this in part is to split the black market into two markets, one for effects that help you and one for effects that hurt your opponents. Each effect would belong to one of these markets:
Helpful Market: New Claim, Auction, Hologram, Mule, Core Sample, Adrenaline Boost, Goon Squad, Cook the Books
Hurtful Market: Spy, Power Surge, Network Virus, Slowdown Strike, EMP, Underground Nuke, Pirates, Magnetic Storm, Dynamite
At the beginning of the game, each market would be populated with four of these items. The two markets would be on different cooldowns, which means that Auction, Hologram and Spy could go back on the cooldown, since they wouldn't be completely locking you out.
Maybe some additional tweaks would be necessary, like always having Goon Squads available, but in general, I think a system like this would make everything a lot more consistent and reduce the clunkiness of what's currently present.
