The current storage increase global upgrade gives more storage per upgrade equal to quanta spent. Compared to the benefit of other upgrades that is not enough. I would recommend increasing the amount of storage increased per upgrade to 600-1000. Dedicated storage structure or an increase to storage per factory built could also work.
