I've played An FFA 6 player map today.

I saw taht, for a player taht have twice the army of another, has no way of losing, cause of technological advantage.

What i wanna say, is that imagine there is just 3 players left, and one of them has got a much lower army than the biggest one...

The smaller player might take advantage of the localisation of the battle, they will be done on theuir ground with their defences network, while winning battle, they might take some ressources, and then re-shuffle the cards..

But it might be impossible, has the power of the other biggest player will aways increase by having twice or three times the technological level !

Have you considered another sort of technological tree ? I'm not fond of "the bigger we invest, the better !"
