I think that you need to be able to upgrade the metal and radioactive extraction amount/speed at each extractor as some of the smaller maps (3 player) there isn't enough extractors to support building 2/3 units at a time which makes the game quite limiting in some multiplayer games as you can have an even amount of territory and you can't build any dreadnoughts and sometimes even struggle with aircraft production
