You need to get Quanta to spend on upgrading logistics etc.
To get more Quanta you need to build "Quantum Relays". They are the fourth structure in the resources tab. They can be built anywhere, but require both Metal and Radioactive resources.
Logistics allows you to increase your army size. Some units take up more logistics than others.
