I'm testing with a Intel(R) Core(TM) i3-6100 + HD Graphics 530 configuration. Although I've a 16:9 1920:1080 monitor the option to use 1280:720 resolution is missing from the settings panel. Is this intentional or just a bug?

That is below the minimum display requirements.
The FAQ page lists 1600x900 display resolution as the Absolute Minimum requirement. In spite of this, I got the following options in the video panel:
So, native 720p is missing, really really weird.
What is the developers' reason for disabling 720p? 900p is not a technical prerequisite.
It's such a shame that even the final release does not support 720p.
In your instance it is a moot point really, your CPU and GPU both fall below minimum too, even at 720p your HD Graphics 530 wouldn't cut it I'm afraid.
I forced 1280x720 in the settings.ini file. It loaded and ran fine at 720p, however the UI scaling down this low left all of the text barely legible, it not recommended to play at this resolution.
