I don't know if it's just a malfunction on my old stuff, but I did face the problem of not being able to select orbital ability from the command board. When I look at the bottom left corner of the screen, the box for orbital ability is painted grey instead of orange, and I can't select it. However I can still use the orbital ability by clicking a non-production building such as metal extractors to get the box orange again. This is often happens when I use Substrate, and it is really annoying as well as inconvenient.

 Actually I doubt it to be a problem on my computer, because if it isn't someone must have reported it and you guys should have long since fixed it.

But can you check it for me? It is driving me crazy. Thanks.
