Region Govenors

Like Star Wars I need Regional Governors for my Ludicrous map.

I have only colonized a fifth of the map and already at 50+ colonies.

The default star setting gave me so many planets I need/want to spend additional admin points for governors for groups of planets.

I actually don't want to automate it I just want to be able to classify a group of planets, and have a list for each type only to work with with all the commands there.
