My biggest problem with this was not having privalages when i was supposed to.

Pshaw, I restarted my computer several times, and for some reason, the game now launches (why SEVERAL restarts would be magical, I do not know), so that is good. I will, however, be submitting a ticket regarding a more minor (but still irksome) achievement issue.  Anyhow, thank you for your rapid community engagement .

Admiral Willy, I seem to remember that issue from a very long time ago, as well, like each major new version.  It also happens with War for the Overworld, and Civ 6, so I think maybe Steam has hangups.....I was very lucky, as multiple restarts (why multiple?! what difference?!) worked for me....for now.  Still trying to figure out that achievement issue (just submitted a ticket)
