Where have all the habitable planets gone

See my other post with xml here: https://forums.galciv3.com/486785/page/1/#3700771. I'm really trying to fix my galactic civ game so I can take advantage of the 4th of July sale. All I want is more habitable planets. At least a couple in every system. Thank you for any help.
