If you find a Free Trandals' beacon AFTER you've met them, the quest entry to check Livoren cluster won't be greened out.
Actually, by this time I've even helped them get new members from Overminded Trandals, and only then learned about the beacon by a message from Earth - so I'm not sure at what step the quest check fails.
