I'm unable to transfer the Mechanic (available to cybernetic civilizations) to a planet. Am I doing something wrong or is there something about the mechanic that must be unlocked before they can be transferred?
I believe you can transfer them to ships, not planets.
Mechanics cannot be placed on planets or ships (commanders have ships)
They stay in the Government pool and effect nothing save the speed of ships and a small research bonus
