As has been previously reported, using an artifact to add 2 usable regions to a world does not work correctly in most cases. This most often happens with worlds that already have a large number of usable regions. This post is to document an apparent side-effect of the failure to add the usable regions. Normally, when you have made improvements on all of the available regions, the area in the lower left-hand corner of the screen that shows the icons for available improvements is completely empty (see first screen snapshot below), but in worlds that have failed to successfully added the usable regions that area shows the same number of available improvements that you would see if there was a region that was available for improvement (see the second screen snapshot below). This makes me think that the logic for displaying the possible improvements is comparing the class of the world with the number of available regions to determine whether there are any improvable regions instead of actually looking at the regions of the world to determine if any are improvable. For example, in the second screen snapshot below, Procyon I shows a class of 19, but only shows 17 improved regions with no other improvable regions displayed. The first screen snapshot shows a class of 30 and displays 30 improved regions.
