In the Factions screen, one of the factions that I have is the Warforged faction. As shown in the first screen snapshot below, adding leaders to this faction will increase my civilization's Military, based on the leader's Resolve, and Crime, based on the leader's Social. You can also see that, based on the characteristics of the 2 leaders that I have already added to the Warforged faction, my Military is increased by 12% and my Crime is increased by 2%.
Here is the issue:
After adding a third leader, whose Social is 0, the Crime impact goes from 2% to 3%. I would think that adding a leader with a Social value of 0 would not increase the Crime impact. Is this a bug or am I missing something?
