Not only does the tooltip for the Starbase Modules technology need to be modified, but the description for the Constructors technology (the top screen snapshot above) also needs to be modified.
I suggest that the description for the Constructors technology read something like: "Allows us to start building Constructors in our shipyards." (similar to the text for the Starbase Modules technology) and remove the part that says "Provides two free Constructors".
