I colonized a Precursor world that came with a space elevator (first screen snapshot below).  However, having a space elevator that is a Precursor Elevator comes with a penalty of a 50% reduction in growth rate (second screen snapshot below).  Since I did not want to pay the growth rate penalty for the Precursor Elevator benefit, I destroyed the Precursor Elevator, but the growth rate penalty did not go away (third and fourth screen snapshots below).

Shouldn't the growth rate penalty go away when the Precursor Elevator goes away?
