I have been seeing some odd behaviors so I made a save file for you to see two of them:

Steps to recreate the first oddity:
- Go to the star named "Rand". The area around it should look like the first screen snapshot below. Notice that there is only one planet visible and it is named "Rand III".
- Zoom-out and drag the view around until you can see both the Rand star system and my ship named "M.M.M.Discovery" as shown in the second screen snapshot below.
- Move the ship diagonally down and to the left one cell.
- Notice that 2 more planets in the Rand star system are now visible. WHY??? How does moving a ship that is not near the star system suddenly make planets visible?
Steps to recreate the second oddity:
- Move your cursor over the 3 visible planets in the Rand star system.
- You will only see a popup for Rand III. Why do you not see a popup for the other 2 planets?
- If you click on Rand I or Rand II you will see the description for them in the lower left-hand corner, so the game knows that they are there and visible, but no popup.
This save is at turn 18 of the save I posted under the Galaxy Settings Issue post. The settings I used for the game are shown in the third screen snapshot below. Notice that the Star Frequency and Habitable Planets settings are both "Abundant". I do not believe that this galaxy has an "abundant" number of habitable planets. I only see 4 stars with at least 1 planet of class 16 or above.
Perhaps a distinction needs to be made between "core world candidate" planets (those of class 8 or above) and "resource" planets (those of class 7 or less). I would expect the "Habitable Planets" setting to refer to "core world candidate" planets, not "resource" planets.
