I appreciate the fact that you are working on improving the underlying calculations for achieving a Prestige victory, but I think it still needs some work. Prior to 2.3, I would normally achieve a Military victory at around turn 200, but I just lost a game at turn 93 to a Prestige victory by another civ.

When I look at the Luxor in the Diplomacy screen (first screen snapshot below) it shows that I am outside their travelling range. If you load the save file and zoom out, you will see that I can only see a tiny sliver of Luxor territory 2 sectors away. It is not very satisfying to dominate the civs that are near me only to lose a Prestige victory to a civ that I have barely met.
When you look at the Prestige Victory Progress popups for my civ and for the Luxors (the next 2 screen snapshots) you will see that the biggest contributor to the Luxors total is "Faction Power" which provides over 1/3 of their total. Was it your intention to make "Faction Power" such a big contributor? It looks like you capped "Military Power" at 200, so perhaps you may want to think about a cap for "Faction Power" which, as I understand it, is based on all of the other scores. Is this possibly double counting?
Once again, I am glad that you are tinkering with the Prestige victory calculations, but I think more work still needs to be done and I hope that the above save file will be of value in that effort.
