Beam Weapons Sort Order

Move the 2 circled weapons to the 3 point star to put the weapons in the proper order.

Plasma pods are less effective than disruptor banks.

Actually, they need to look at ALL of the weapons because:

Multiple weapons are exactly the same:
- Lasers and Particle Beams
- Plasma Pod and Disruptor Bank (except Plasma Pod Manufacturing Cost is 2 less)
The weapons are not all grouped by type and sorted by value. I suggest the following sort order:
- weapon type (beam weapons first, missile weapons second and kinetic weapons third)
  - Attack value
    - Mass
      - resource quantity required
