What does the Advent planet item "Temple of Pilgrimage" or "Greater Temple of Pilgrimage" do exactly?
I understand the part that says it automatically colonizes the planet and adjacent planets, but I don't understand the part that it says "Max Development Tracks: 5". What does that mean? Does it mean that the development discount is only applied to the first 5 developments?
