At some point in my prior game, as I was into Research level 4 in each of civilian and military, as I was beating enemies in their planet gravity wells, once a planet was beat, it would say I need "Volcanic Colonization" as well as other basic Colonization levels. I got all of these in level 2 and 3. Any reason why this would be saying this at this point, or is it a bug?
