Senate elections - what influences the election process?

What are the factors that influence which way an election will go? I assume that there are factors and that it's not completely random.

Election results seem to be mostly related to morale. The party I am in usually tends to win a % of the votes close to what my empire's morale is.

The game I just played, not once did senate elections occur. I maintained Technologists @ 100% and it never changed and never a vote.

Then you never reformed the governent, I suppose?
