My thoughts on cultural conquest

On my most recent game, I played to win by cultural conquest. It greatly helped that there were 3 class 26 planets near my home world. One of the main things I want to bring up is whether the number of starbases per sector should be limited. Unless I was doing something wrong, it seems like it is a race to build as many constructors as possible and scatter the starbases in every sector with alien planets. Is it realistic to build two to five starbases in one sector? An alien race can be influenced by the Terran culture with a starbase, but wouldn't having five in one sector be overkill? They would be competing against each other!

I typically had two or three starbases will all the cultural upgrades (and defense upgrades in case I was at war) in every sector with two or more planets. I slowly managed to get planets to defect because of my cultural superiority. Only once did an alien (the Torians) declare war on me, and that was after getting all but their last planet to defect. I think that the AI should start getting increasingly pissed as they start losing more worlds. Even if a race is militarily superior, there should come a point where the AI decides that if something is not done soon, the empire will be wiped out.

I like the fact that influence can be used as a weapon, but if one starbase per sector can not influence the other races to join your culture, then maybe a different strategy should be used. My point is that different strategies should be required to win the game. For example, some sectors can be obtained through influence, others through diplomacy, and still others through military action. Thoughts/comments welcome.

I too would like to be able to propose an action to be voted on by the United Planets. Any chance of us getting some input into what the UP is to vote on?

Instead of Star Ranger's diminishing returns, a simpler solution would be to limit each species to (for example) one Satellite Waterpark and two Shopping Districts per sector. That means that you need more constructors per unit influence as you build bases.

I'd also like to see Starbases for sale in the Diplomacy screen. Then one could bribe one's way out of cultural expansion.

A few changes:

I always seem to win with a cultural win. Its kinda boring. An increase in the culture needed to win would be nice.

New colonies get turned quickly, mine or theirs. I would like to see an imunity period for new colonies. Not sure what would be a good time limit though.

You can't do this on Beta 3E, but don't forget that beta 4 will be here soon. Not having it NOW (3E) does not mean it will _never_ be there. I put that clip into my post to point out that there appears to be an intent by SD to provide support for this specific UP issue (but as we all know there are many reasons why it might not make it into the product, or why it might be delayed to a future release or subrelease).

The same is true for petitioning the UP to vote on specific issues. More support code and UI has to be in place to support this than we have seen up through beta 3E. Since this has been requested several times in the past I think there is good reason to believe SD will get it in sometime in the future, but we will have to wait and see when (or even if) will be implemented.

I think the main thing is to have patience and see how it works when the AI can deal with it... maybe nothing needs to be changed.
