smart exception download please

Can someone post the link where I can get the Stardock smart-exception program - I'd like to be able to tell the developers more accurately where the problems are.

It would be a good idea to include instructions for use, such as not trying to use the "send report" option, which does not work, and how to find the file it creates. Many people have joined us since that information was posted and haven't had a chance to see it.
