Pirate Battle Cruisers

I got a message that trade was doing so well thoughout the galaxy, criminal elements may appear. About 20 pirate BattleCruisers appeared, 1 right inside a planet.
I have no problem with this, it spices up the game, but did you have to give them 440 hp?

I think having a Pirate battle cruiser appear inside a planet is a bug that SD needs to address.

Giving them 440 hp sounds like overkill. Why should a ship built by a pirate be stronger than anything you can hope to build ?
