Easy Use Mod Tool

This is pretty much just a request, as I'm not a particularly good modder but still like being able to do basic things, and I'm sure others are in the same boat.
Pretty much I'm asking for something along the lines of what starcraft had, if it's possible. Most of you have probably played the game, and I'm sure many have used the modding tool, which is really just great. It's very easy to use, had a good interface, and was fun. You could easily do just about anything that you could think of.
It easy to mod stats, as all buildings and units could be selected and modded from one window. The layout was easy as all the values were presented in a box. IE You would have HP: 10 Attack: 5 etc. and these could be easily changed.
The map editor was also very simple and fun- you selected what you wanted and plopped it down on the map with just a click. Since GCII also uses a 2d map, I don't see why this would be hard to do.
Some slightly more advanced things were great as well if you wanted to make your own campaign or mission. You could easily set up game triggers through other easy to negotiate windows. If I wanted to set up a campaign and have reinforcements pop up after 30 minutes, it was easy to set it to do that. I simply set the trigger for "XXX Spawn" at "Zone A" after "30 minutes" and it would happen.
I really had a blast with this mod tool, and just about anyone can easily figure out how to use it. It sitll allowed a lot of cuztomization for advanced modders, but was also a lot of fun and very manageable for those of us who don't know as much.
