Race AI and mods

I noticed it's very easy to change the built it race's skills and techs. I'm curious about the AI tho. If I give the Dreg diplomatic and trade techs and skills, will they use them? Or will they continue to go the way of the warrior and go war crazy?

How does the Ai work exactly and is moddable?
