re-education center social project shows as Secret Police in center box and build bar.

Check the GCImp.IMP file. In previous betas, Re-Education Center incorrectly has the entry 'IMPROVEMENT Secret Police' and GalCiv gets confused as to which one is which. There was a Trade Good and an Achievement that had similar incorrect entries, but I think they were fixed in the last update.
