It means that if the aliens beat you to final frontier, then you can't win a tech victory anymore.

No, you can still win with any of the other victory types.

In the old OS/2 version, when an alien civ went beyond reality (to god status), they judged you unworthy and reverted the human race back to a single celled organism so we can "start over."
