Ship Movement Question

When watching the ships move on the map, I notice that sometimes they move smoothly across the screen, then other times they move space to space with pauses.

I really like the look of them moving smoothly without pauses. As I recall it seems to be the ships that are focused on that do the stuttering movement. Is it possible for all movement to be smooth?
