The Amiral-Lord Atlan. He's been hiding under the sea of Earthh for 10 thousand years. After the Terran awakened to the galactic era, the nephew of emperor Techit V was discovered in his cryogenic tank. At the time, Earth was more or less at war (at the very least not in good terms) with the declining Arkonid Empire, now ruled by a super-computer of incredible might.
As trouble stirred, Atlan went to the Terrans' side against the soulless and outdated computer who had stripped his beloved empire of it's freedom. However, as soon as the Regent (as the computer was named) fell, the empire started disintegrating, old grudge awakening and whole sectors revolting. Atlan barely managed to keep it under control by reinstating the old monarchy (people are always found of lost glory), but it became soon evident that such an empire was terribly unstable and a lone man could not rule it.
The empire was dissolved and turned into a freely joinable federation, open to all races and allegiances, as long as members didn't fight each others. The United World Federation is a loose congregation in which the human choose not to participate, though several independant colonies did (The systems of Epsal and Ohurnas, noticeably).
The new empire is free to join, but senators must only have submitted games of either the same alignment or victory condition, as they are the representants of whole races.
