Seem stupid but... How do you declare war ?

Tiny Galaxy.
I just have a Survey Ship and a transport.
The planet has only 2 colony ship orbiting.
Sending either of my ships has no effect.
And I see no option to declare xar in the diplomacy screen....
Hmmm...I must have missed something obvious.

Help

You need a ship that has attack capability (star fighter, for instance). Move your ship into the same location as an enemy planet or ship, and you will get a popup that asks if you want to declare war. Transports can not attack a planet if there are any ships in orbit.

I was (mistakenly ?) thinking that my survey ship would be able to attack.

Some of the anomalies increase the survey ship's attack capability. The base attack value is 0.

Survey ships and transports can attack if their attack capability is increased. Both start with an attack value of 0, but some of the anomalies survey ships can examine will increase its attack points, and the UP can vote on an issue that increases the attack points of a transport.

The odds in a Tiny Galaxy that the survey ship will upgrade are very limited. In a gigantic galaxy, my survey ship became as powerful as an Avatar!
