Website still says Beta 3 coming

I'm wondering why the crawling banner on the bottom of the Forum website is still anouncing beta 3.
Three questions:
1) When did beta 1 first come out?
2) Is there an expected release time? I guess when I saw beta4 and 4a being released, I made the mental assumption the game was a couple of months away from being finished. Can anyone enlighten me on this?
3) Where can I find descriptions of the various research project benefits? Its pretty hard to come up with a strategy when you have no idea what technolgies/etc. are available!
www.galciv.com/docs is pretty lame as far as being a manual goes. In the game I have to research (or have it show up as researchable) before I can read about it.
If it didn't hang every time I play, I'd be willing to grunt through a few games to get idea of what's available.
