Unable to Upgrade Starbase Bug

Noticed a small bug.

This will happen if you have a trade route that sends a freighter directly through your starbase. If can not upgrade the starbase when the freighter and starbase occupy the same space. The constructor will just stack on top of the other two without giving the option to upgrade.

Was confused by this until I notice the freighter moving off of the starbase during the movement phase.

Game is looking good!
