Hearts & Minds Mission Question

I'm having trouble with this mission at AI Tough level. No matter how I try to please those Torian (spell?) they wont make alliance with me. Trade route, free high end techs, money & ships for their war with Dreigen(spell?) wont help. Well, in fact they do, but just for a short moment of time and the relationship drops just after a few turn. The best I could get play normally is Warm relationship and Friendly when I give them all I have. Granted that I havent tried it on lower AI levels yet. But I want to know if there is other way to make them become ally. Even with all Majesty, Diplomacy, and Star Federation, they wont give it as if allying with Terran is a curse they have to avoid.

I am stuck at this level. Please help me

Isnt it the mission where you have to colonize / conquer a planet? Just get that planet and u will win, and next mission Torians will be automatically ur allies. check ur mission objectives. it is that one if i am not mistaken.
