Are alliances implemented in the latest build?

On the diplomacy screen the only treaty I can offer is attack...even after researching the alliances tech...

You can only offer it when you are "close" with another civ. Usually this means giving gifts tech etc.. As soon as close comes up in the relation screen for that civ the alliances option shows up.
