Modding Civilization stats

I recently had this idea of giving racial penalties (ex Korx would have -Loyalty) and having a civilization with mostly -abilities but would start with more ability points (like 20 apposed to 10) However, when I edit the RaceConfig.xml to test the changes on the Custom Civilization, none of the changes are there, instead having the factory pre-sets there. What am I doing wrong?

Which raceconfig.xml are you editing? There is one for the metaverse and one for the normal game. you want to edit the one in the data\english directory.

I don't think you can give a race more ability points directly, but the workaround for this is to make one of the abilities you choose have negitive points, like luck costing -10 points for instance.
