Does diplomacy work?

I researched Alliances, and there is no option for this in the diplomacy screen, all I have is the option to make attack pacts.

You can only ally with civilizations if a) your relations with then are "Cliose" and

they also have Alliance tech.

Often, if you are "Friendly", giving them Alliance tech will make them "Close".
